NA Deputies Unanimously Vote for Amendment to Loan Agreement Armenia-Georgia Border Regional Road Improvement Project

At July 15 extraordinary session, the National Assembly debated the draft law on Ratifying the Amendment to the Loan Agreement Armenia-Georgia Border Regional Road Improvement Project (M6 Vanadzor-Bagratashen) presented by the Government between the Republic of Armenia and the Asian Development Bank (ADB). According to the RA Deputy Minister of Territorial Administration and Infrastructure Christine Ghalechyan, the Loan Agreement (with the amount of 44.037.0 EUR) was signed on November 9, 2016, and it came into force on April 24, 2017. The aim of the project is to fundamentally rehabilitate the Kobayr-Bagratashen border crossing point (length – 51.74 km) of the M6 Vanadzor-Alaverdi-Georgian border interstate road.

It is expected to end the project on 30 November 2020, and the repayment date of the loan is on May 31, 2021 or any other date which can be agreed between borrower and ADB from time to time. However, due to a number of circumstances, it is not possible to end the construction works envisaged by the project on time, so taking into account the fact that the realistic deadline for ending the construction works is on August 31, 2021 in the current situation, as a result of discussions held on October 9-21, 2020, the ADB has agreed to extend the deadline of the Loan agreement until December 31, 2022 (the end of the construction works – August 31, 2021, the end of the deadline of liabilities for drawbacks – August 31, 2022, and 4 months for the implementation of the financial audit and the full repayment of the prepayments available on prepaid account).

The question of the NA deputy Gevorg Papoyan has been related to the Barekamutyun Bridge being built between Armenia and Georgia, whether it is also built under this Loan Agreement.

The Deputy Minister informed that the Barekamutyun Bridge is built under another project.

According to the Deputy Minister, the Government does everything in order to include the road network of our country in the road network of the region.

The parliament voted for the draft law.
